Can thumbnail grow back now it went black and will fall off?

Yes it can grow back but it will grow improperly. An improper growth of the thumbnail would cause serious pain. I recommend you to get it removed at this stage. Also must consult your local doctor for the cause of the blackening of your thumb and it's proper treatment.
