What was the Dickinson plan?

The Dickinson Plan was a proposal in 1990 by then-Secretary of State James Baker, which called for a diplomatic solution to the Iraq-Kuwait crisis before resorting to military intervention. It aimed to bring about the peaceful withdrawal of Iraqi forces from Kuwait through negotiations and a possible UN resolution.
