Why was l'Enfant fired?

According to author Kirk Savage, L'Enfant was fired "because the real estate bubble Washington needed to make the plan work never materialized. This meant there was little money for even basic improvements to the city's infrastructure, let alone for public monuments" (Monument Wars, 35).
