What is a retarded narrative literary work?

The Word retarded means slow, to operate at a less than normal rate. As in 'The RPMs of the pump were gradually retarded till the point of it being inoperable was reached.' In the mental development field it was first employed as a euphemism that has now lost its gentle deferral and has become an unkind Word.

In the literary field the Word still has its original meaning and a 'retarded narrative' a narrator who is operating in a time frame well behind those of the characters. For example in 'Hound of the Baskervilles' Doctor Watson is the narrator and he is well behind Sherlock Holmes and Jack Stapleton in knowing where and what events are occurring and what is going on.
