The Poison Prevention Packaging Act of 1970 (PPPA) was mostly initiated by accidental poisonings of young children. Unfortunately companies made child aspirin more child friendly, as in they'd like it more. Children were eating the candies (aspirin) to an extent that it took their lives. This problem grew to a level that our reactionary government did something about it. They passed the PPPA to protect children and have seen reasonable successes.
