Yes you can obtain a hoothoot in Pokemon emerald when u go to the safari zone after elite 4 2 new zones open and they are filled with Kanto Pokemon if your lucky you may run into gligar and if you enter the zone run up at 1st path next to building then turn right 1st time kep goin until it says Safari Zone this is where you may get Gligar but then go up and search in grass upward and you should find a hoothoot and maybe an aipom anywho hoothoot is north up or when u enter newer zone. So good luck finding one!
