Why are mountain roads always winding up and never have a steep gradient?

A winding road puts less load on an engine, transmission, and cooling system of a vehicle , and allows more cars to successfully traverse it at a safe speed than a steep gradient. Additionally, it's safer to build because construction equipment plummeting down a hill while trying to make a steep road is never a good thing.
