My processor is at 13 but the computer keeps making the thinking sound and the little bust light on the outside is on my comp goes relly slow then. how can i stop this ticking noise?

There could be a number of reasons why your computer beomes unresponsive so there are a few things you can check.

Firstly, if you are running Windows XP or later/similar then you should have at least 1 Gig of RAM in your PC. You can check this by going into your control panel and clicking on 'System'.
