1. give the dog a bath
2. rinse the dog
3. dry the dog
4. weekly

Addendum to above answer:

There are bug sprays formulated specifically for dogs so if, for some reason you cannot bathe the dog weekly or the bug problem is too irritating to the dog when it is outside, you could try a bug spray for dogs.
