Many members of congress have a genuine wish to serve their constituents. By listening to their constituents requests and acting on them, they feel they are serving their constituents.

By doing what their constituents tell them, members of congress are more likely to get political votes and donations when it comes time for re-election.
4. The person has made the effort to make a request to the congressional representative.
If a person actually takes time out to make a request to a congressional representative, the request tends to be of more significance and priority than those requests which are never made but just complained about.
5. A basic level of respect for people.
For many, a basic level of respect for people includes taking requests from the constituency seriously, even if these requests are ultimately not acted upon, or denied.
