How do you get blizzard in Kingdom Hearts?

What the heck is Kingdom Hearts 4? They don't even have part 3 yet! There's Birth By Sleep, 358/2, Coded, 2, 1, Chain of Memories, 2:Final Mix, 1:Final Mix, and Re:Chain of Memories if you mean any of those.
