When tires can ride on a thin film of water like skis it is called?

It is called hydroplaning.

Tires are designed to shed water from the grooves. When they can't shed enough water, the water will build up in front of the tire and eventually lift it completely off of the road. Once that happens, and there is no more friction from contact with the road, the tires will slide across the sheet of water like skis until the car either runs into something, or slows down enough that the tires regain contact with the road.
