Start with the papers you leave all over your desk, the ones you don't need throw them away but the papers you do need then keep them in a safe file.
Put the books in a special shelf or a place where you can read them in.
Once you have finished arranging, just wipe your desk with a wet towel and dry it afterwards.
Remember to keep it clean all the time to avoid re-cleaning it.
