Yes. Bedbugs may lay their eggs in somebody visiting's clothes, such as in a pocket or seam, or perhaps a live bedbug will crawl in there without the person knowing. When the person gets back to their own home and perhaps takes the clothes off and leaves them lying about, either the eggs will hatch or the live bug will try to find a new source of food. In either case it will smell the breath of somebody asleep and make for that bed, so that could mean the start of an infestation in that home.
