Why are angels always portrayed with blue eyes and blonde hair?

I'm no expert, but it's probably because the blue eyes/blonde hair combination is so rare and it looks somewhat otherworldly. Something like 10 percent of the world population have blonde hair and blue eyes. The Catholic Church is also a very Western institution, and in terms of beauty, a blonde and blue eyed woman has been considered the ideal in Europe for centuries.
