Yes they can. They need to bend their knees to sit down, for example.
Like humans and most mammals, elephants have kneecaps to stretch out their legs. They use their legs to drink, sleep, sit, and eat. Elephants can bend their knees. They don't often do so, other than in the course of normal movement, as their weight precludes them from rising easily.
