Is it to illegal to do a body piercing on a friend?

In most countries when you provide a service to the body of another person (tattooing, piercing, manicures, etc. these are considered personal services) you must be licensed by the city and inspected by the health unit to do so. Providing a service with out these inspections and licenses is illegal and carries hefty fines and in some cases jail time. You are endangering the health and safety of another person by doing anything that should be done by trained professionals. Yes it is illegal to do piercing on a friend.
