Was Joseph Stalin a prime minister or president?

Joseph Stalin did not actually carry the title "President" although he certainly had what we consider Presidential power. His official titles were "General Secretary of the Central Committee of the All-Union Communist Party of Bolsheviks" and "Chairman of the Council of Ministers of the USSR".
