Why was Cleopatra in prison?

Cleopatra was "imprisoned" in her palace after Octavian entered Alexandria. She was a prisoner of war and was under guard. She had all the authority over her slaves and could get whatever she wanted. Previous to this, she had imprisoned herself in her tomb but the Romans were able to get her out.
