Why can you wear a hat or skull cap over your hair and some hair will still stick out but a hairnet has to cover all hair?

a hairnets job is to prevent hair falling into food ect and so stop contamination used in places such as kitchens, the skull cap is a Jewish custom and a hat is used to keep your head warm, neither of these functions demand that your hair has to be completely covered
