What is the best way to provide additional insulation on exterior walls in an older homemade of cinder block with exterior brick veneer?

My neighbor who has a vintage 1962 house got storm Windows and insulated the roof. Others went with double and triple paned Windows. If you have a tile floor, it will be cooler in the house, too. Carpeting some of the living areas will help. Probably the walls are fine and don't need upgrading.

If you want to do walls go spray foam, higher rating than any other insulation. Also keeps bats, hornets, and other critters out of walls (often a problem in older homes). Be sure to get several quotes. Prices can very drastically.
