Can you own a stingray fish in my home?

Under new legistrations unless you have a registerd marina with correct licensing you are not able to keep a manta ray as a pet, nothing to say you couldnt without anyone knowing but these elligant creatures require alot of work and room to live...you could not put one in a tank unless it was the size of one in sea world.
