Can a HOA use a Radar gun for speed enforcement?

So long as radar guns are part of the public's consumer options, there isn't any valid reason why the association cannot use such a device.

The association is obliged to protect the real estate and the community. If speeding endangers either, the association is required to address the issue. How they go about addressing it is the choice of the association's board.
