What is teacher tenure?

Teacher tenure is when a teacher fills an open post (a post that does not belong to anyone) for two years. In the third year, the teacher is given that position and receives tenure. S/he is considered "safe" in the public system unless excess is declared in teaching positions across the board. Then it would go by seniority.
