Why do the I and sitches in chkdsk reduce the amount of time needed to run the defragmentation?

I believe you mean /I and /C switches, page 67 of the Lab Guide to Jean Andrew's Guide to Software. The /I and /C switches bypass actions that would check the integrity of the file system. This process is usually time consuming especially on large hard drives.
