Will Garageband Plugins go into Ableton Live and how?

Nope...Garageband is made by Apple, Ableton is made by Ableton.

If you want a more advanced program by Apple that is very compatible with Garageband, get Logic. That's what I use - Logic is used by a lot of the pros, in fact, the creator of Dubstep himself, Skream, uses Logic. I love it and I can convert all of my garageband files straight to Logic. They also work very similarly, except Logic is a billion times better. I have used Ableton, and I like it a lot, but Logic is just better for my purposes....their both great...be warned, however, that Logic only works on Macs.
