How can you get Deoxys on Pokemon sapphire without cheating?

You have to train latiOS or latias to level 67 then go to the space centre and talk

to the guy looking out the window.He will say there are 67 launches.He will ask you if you want to travel to the moon say yes and then go up the stairs on the moon

and you will find deoxys

I'm not sure if it is the right answer though.

My friend has a friend who did similar to the above and got a Deoxys on the moon. Apparently, you must catch all the Pokemon in Heonn, then talk to the guy in the space station and say you want to go to the moon. Then, whilst up on the moon you can find Deoxys. He is level 70 so bring strong Pokemon with you like Raquaza, Groundon/Kyorge or both, Regice, Regirock, Registeel so on so forth.
