Why did Adams hope to accomplish by sending diplomats to France?

The United States government wanted to send diplomats to France to settle an agreement or a treaty to settle the bad relation ships they had which was caused when France assisted Americans during the American revolution but the US did not return the favor due to the "Neutrality Proclimation Act", this made the french get mad.
