Who is Mrs Fussy in Charlotte's Web?

Mrs. Fussy, in the 1973 animated film, is Henry's harsh mother who controls his every move and doesn't believe in everyday normal kid life. She does not appear in the book or the 2006 film, and Henry's home situation is not mentioned in either.
