Why does the Briggs side shaft 5hp the only way it will run is to hold your hand over the carb?

Most probably the carburettor is out of tune, or clogged. Holding your hand over it is basically the same as giving it choke. If it runs that way it means that it isn't getting enough fuel otherwise.
