Some light bulbs have gases added to them at the time of manufacture. Noble gases help to keep the electrode material from bonding to the envelope (the dark areas that build up near the ends of an aged fluorescent light bulb are causede by this effect).

Otherwise, gases enter a lightbulb's envelope via diffusion through the membrane or along the electrode / envelope interface.
