Who first said actions speak louder than words?

A quick search gave me this site, which has quite a few good examples of quotes, sayings, and proverbs about action (and most of them compare action to Words):

And, in addition to all those quotes, I'd like to add the old playground adage:

"Sticks and stones can break my bones, but Words will never hurt me."

The core idea is the same, where they differ is that this one explicitly focuses on the results when said actions and Words are designed to wound - while the other popular saying takes a more neutral stance.
