Theocracies are never known for their democratic freedoms or their freedom of expression. All of them are presently Muslim countries. So while certainly not all Muslim countries can be called 'theocracies' , in all the Muslim countries that are, citizens will have to be careful not to express any views - or live their lives in a way - that challenge orthodox and often fundamentalist Muslim teachings and rules or that challenge clerical authority. Punishment will often be meted out on the basis of the Shari'a law, which may result in any one of several forms - gone out of use elsewhere - of maiming and death. Citizens who keep their heads down and don't provoke the authorities may go on to lead uneventful lives.
