Yes, Narwhals live at the ocean surface. In fact, they can be seen swimming and tusk playing in pods, or groups, of as few as 10 and as many as 100. As is the case with most marine life, narwhals live in the uppermost of the three ocean zones. That zone is the sunlit region that tends to be identified as the surface downwards 200 meters/600 feet.
