I don't live there, but anyone that would pierce someone under the age of 18 without parental consent is not the kind of person you want to be dealing with in these matters.

Generally, the age for people to get a piercing without consent is 18 across the US. I can't guarantee that, but from everything I've read, that seems to be the verdict.
