In a Fascist state the supreme 'virtue' is obedience to the 'Great Dictator'. The whole political model is military, with the dictator barking out orders that are then passed down the chain of command.
In a democracy ordinary people elect others to make laws and run the country. There is public debate in a democracy, but the 'ideal' in a Fascist state is the blind obedience of Zombies.

Further there is no "difference" as they are not in the same category.
Democracy is a governmental system while Fascism is a political party.
Fascists are authoritarian, strongly nationalistic and support corporate structure.
Currently Republican and Democrats are authoritarian, strongly nationalistic and support corporate structure.
Therefore in the United states you have two sub-parties of Fascism called Republicans and Democrats.
