"Disallow" is a verb. It is used without a prepositional helper, but must have an object--there has to be some activity which is being forbidden.. "Basketball playing is disallowed." "We have made a by-law to disallow smoking in Town Limits." "I wanted to write an essay on Macchiavelli but it was disallowed" Note that the forbidden action is in the form with the -ing suffix (gerund) i.e.: three things are forbidden: smoking, basketball playing and writing about Machiavelli.
