Can you collect unemployment and still qualify for h r block emerald advance?

I have been getting the Emerald Advance for as long as it’s been available. But today I was denied, the reasons for my denial: Too many inquiries. I haven’t applied for any loans or credit. Theres 2 inquiries on my credit from over a year ago. I have been on unemployment since February 2020. I honestly believe that’s why I was denied. To top it off H&R Block estimated my tax return at only $1100. I had all of my unemployment taxed and I recently returned to work. My advice Don’t tell H&R Block you are/were on unemployment.
