What is the purpose of identifying people by race?

With just common sense reasoning I can tell you that it is an easy means of identifying someone. The color of someone's skin, which covers almost their entire body, is a permanent indicator of ethnic background. It is that correlation and the unchangeableness that make it a viable identifying trait.
