When can you marry someone in harvest moon Magical melody?

You can marrie some one...Well I just got the game...BUT I know how to get the blue feather (I saw it on YouTube) I think you have to have 8 hearts with the boy/girl of your dreams,rock climb up the mountin,then you mightsee the blue feather.Im not a champ at this game........
