What is the pay for police departments?

The Police Department is not a 'corporation' or 'business' per se. It is usually a government run entity that neither makes a profit or loss in the financial sense. It will have a budget for expenditures, but income from traffic violations goes to the main body of government that oversees the particular policing agency, not the police themselves.
