The electrostatic charges in most of gasoline's parts are balanced through out the molecule. Water and vitamin c are polar (they have a + charge on one end and a - charge on the other). Things like soap have a polar end near each other on one end and a long non polar chain on the other so it attaches to either water or gasoline. close enough.
