Can Arceus learn hydro cannon blast burn and frenzy plant in Pokemon diamond?

No if you don't have action replay. Only Venusaur, Sceptile, Meganium and Torterra can learn Frenzy Plant, only Charizard, Blaziken, Typhlosion and Infernape can learn Blast Burn and only Empoleon, Blastoise, Feraligatr and Swampert can learn Hydro Cannon

But if you have action replay, yes, you can. Go to Supercheats.com and get the move modifier code. Also, get the All Pokemon can learn any TM/HM code, and, if you don't already have it, the all TM/HM code. Activate all of them. When your game starts, press L+R. You should have 467 heart scales in the first slot in the items pocket. Put Arceus on your team. There is a long, long list on supercheats.com of the heart scales you need to toss out and what move you get (0=Shadow Force, 7=Spacial Rend, 8=Roar of time, 18=Judgement), but I'll just give them to you. 129=Frenzy Plant, 160=Blast Burn, 159=Hydro Cannon. Press L+SELECT after you toss out heart scales. Go to where TM17 is supposed to be. It's not there. Instead of Protect, you have the move you want! This works for any Pokemon, not just Arceus. (You can teach Happiny Leaf Storm:) or Mime Jr. Rock Wrecker:) Warning: DO NOT TOSS OUT ALL THE HEART SCALES.
