What does that act of pretending to eat poisonus berries in the arena symbloize to Katniss and peeta in the hunger games?

I believe the berries symbolized rebellion. From my knowledge, (I am almost finished with The second book now) The whole second book is on Katniss and other districts rebellion towards the Capitol which started with the berries and her willing to not play by the Capitols rules.
