By your age your penis should really be fully developed. If you can only pull some of your foreskin back then it suggests that there is a problem. DON'T PANIC!
You need to go and see your doctor and be honest with them. I know it's different in the UK, where 16 year olds can go and see their GP without their parents knowing and without having to pay anything, but this needs sorting out. If a foreskin doesn't retract fully all around the head of the penis then it can cause problems. From minor infection to gangrene (tissue death).
See your doctor. It's possible you'll be recommended for circumcision - 'cutting off the problem at the head' as it were. And that's not a big deal. My ex had the same operation, for the same reasons. It didn't affect him negatively!
