How do you you potty train a 5 yr old abused Maltese?

it will be hard work get a dog crate small for night times and put a puppy pad in it he/she will become use to it then leave one in her/his main room and gradually connect a simple sound like pee or poo voice to each time he/she uses it if he/she misses or wont use it ignore the dog for 15mins. if the puppy pad is used a small treat followed by the pee or poo Word. he/she will soon get used to getting a treat for that and gradually move on to the same out side. it may take a long time but dogs live in the now and aslong as she knows that it will be ok
