Hard to call yourself a city without some level of organization. Nevertheless, it's very doubtful Ur of the Chaldees had the kind of urban structure we'd expect in a city today. It would (it's a ruin today) have been mostly a common defensive structure against the wild tribes, with streets mostly determined by the places people didn't build houses. There would have been some common social areas, equivalent to agorae or markets, government buildings, temples, taverns and a military barracks. Probably no universities or hospitals.
