Is the air conditioning filter in home supposed to be wet on bottom?

Not really. Nothing much to worry about though. As the air is cooled, water condenses from the air (like steam on a window in winter) and should drain from the AC. If it's been qiute hot and humid, there'll be more water. Check for a blockage in your outlet pipe.
