Why government is divided into different levels?

Most countries have different levels of government that may include local, county, state and federal levels of governance. Each level has jurisdiction over its own issues. In larger, more populated countries the federal government cannot be responsible for every aspect of public life. States and town communities have the responsibility and privilege to govern locally. In more serious matters and disputes the higher levels of government take over.
