Where do you find The Big Cheese on Toontown?

The Big Cheese is one of those cogs that you can only find in a 3-5 story cog building.

More likely to find it in a 4-5 though, usually on the top floor if in a 3 story building, though you can find it on the 3-6 floor in 4-5 usually, but sometimes even on the first floor.
